Report of Collapsed Masts Within the Last 5 Years & Integrity Tests on Masts That Are More Than 10 Years

Following increase in reported cases of collapsed masts and towers in the country, the Commission directed Collocation/ Infrastructure Service Licensees to carry out integrity tests on masts and towers that have been in existence for ten (10) years or more and attest to the integrity of each site by endorsing a Declaration of Conformity Form. Significant compliance have been observed amongst licensees.

Inter-Ministerial Review on Telecommunication Infrastructure Localization in Nigeria - Application for Approval of 7.5 Meters Setback at Proposed Base Transceiver Sites

The Inter-Ministerial Committee on Telecommunication Infrastructure and Localization in Nigeria was set up in 2014 with membership drawn from Federal Ministry of Communication and Digital Economy, Federal Ministry of Environment, National Environmental Standards and Regulations Enforcement Agency (NESREA) and the Nigerian Communications Commission (NCC).

COMPLIANCE MONITORING OF MOBILE NUMBER PORTABILITY

REVIEW OF MONTHLY PORTING TRANSACTIONS

Consistent with Commiussion’s mandate to monitor all significant activities relating to the performance of all Stakeholders in the Mobile Number Portability (MNP) Scheme and given the need to ensure a seamless porting process with strict adherence to the MNP Regulations 2014 and the Business Rules & Port Order Processes, the Commission carries out technical audit exercise of the MNP Platform on a quarterly basis.

THE INDUSTRY WORKING GROUP (IWG) ON MULTIPLE TAXATIONS/REGULATIONS

The IWG on Multiple Taxation/Regulation meets every quarter of the year. However, due to limitations posed by the COVID-19 pandemic, the IWG was only able to meet once in 2020 but was able to resolve accumulated issues of multiple taxation/regulation.

COMPLAINCE MONITORING OF ANNUAL OPERATING LEVY (AOL)

• PAYMENT OF AOL AND SUBMISSION OF AUDITED ACCOUNTS

  The Commission has commenced the review of the list of licensees who are either owing Annual Operating Levy (AOL) or in breach of the submission of their audited accounts in compliance with the provisions of the Commission’s Annual Operating Levy Regulations, 2014.

GUIDELINES ON SIM REPLACEMENT

Consistent with the Commission’s mandate as enshrined in Section 89 of the NCA 2003, quarterly audit of MNOs’ platforms was conducted to ascertain level of compliance with the Guideline on SIM Replacement. The guideline on SIM Replacement which came into effect on the 9th of June 2017 guides against illegal SIM Swap by fraudulent individuals. This quarterly audit exercise therefore, is critical to bringing to the barest minimum the cases of fraudulent SIM Upgrade/Replacement.

The Commission received a letter from Sinel Global Concept Ltd. on behalf of Priority Communications Ltd., requesting a meeting on behalf of its client (Priority Communications Ltd.) for an out-of-court settlement regarding pending charge before the Federal High Court for illegal provision of communication services to wit; illegal deployment of service in the 5.4GHz frequency band.
