Regional Stakeholders Parliaments With Relevant State Agencies In Charge Of Telecommunications Matters In Edo, Kaduna, Kogi And Oyo States

The Commission had successfully carried out a Stakeholders Engagement Session with relevant State Government Agencies on Tuesday, 17th July, 2018 at the HQ NAF Officers’ Mess and Suites, Kado, Abuja. Furthermore, there was a need to continue with the momentum of engaging State Government agencies who participated in that event.

Compliance Monitoring Of Mobile Number Portability (MNP) Scheme

Consistent with the Commission's mandate to monitor all significant activities relating to the performance of all Stakeholders in the Mobile Number Portability (MNP) Scheme and given the need to ensure a seamless porting process with strict adherence to the MNP Regulations 2014 and the Business Rules & Port Order Processes, a technical audit team carried out a comprehensive Q3, 2018 compliance audit exercise of the MNP Platform from 15th – 17th August, 2018.
 

Compliance Monitoring Of Operators' Individual Consumer Code Of Practice

Consistent with Section 106 (2) of the Nigerian Communications Act 2003 which mandates all licensed telecom companies to prepare individual consumer code for their respective customers and such consumer code shall be subject to the prior approval and ratification by the Commission, we are developing a compliance index database to ensure that operators comply with terms and conditions of their license documents.

Compliance Monitoring Of Value Added Services (VAS)

• Request For Information On VAS Subscription Methods - Following several complaints from Telecoms Subscribers on the incidences of forceful subscription of Value Added Services by VAS Providers without the explicit authorization of the subscriber, the Commission directed MNOs to provide a list of all value added services and their VAS Providers that are using some subscription methods currently on their network.

Physical Enforcement Action On Sale Of Pre-Registered SIM Cards

The Commission had carried out physical enforcement action on July 5th - 6th 2017 and August 8th – 10, 2017 in Jigawa and Bauchi States respectively.

Compliance And Audit Of The Operators' Do Not Disturb (DND) List On Their Networks

Following the issuance of the Commission’s Direction on Do Not Disturb (DND) Facility and the need to rebuild the subscribers’ confidence in the DND process, an audit exercise was carried out from 3rd – 12th May, 2017 to ensure that Mobile Network Operators (MNOs) fully comply with the implementation of the above Direction.

Compliance Monitoring And Enforcement Of The Commission’s Direction On The Establishment Of SIM Card Registration Controlled Environment In The Nigerian Telecoms Industry

Following the Commission’s Direction of 30th November, 2016 that Mobile Network Operators (MNOs) create or provide a controlled environment for its Authorized Dealers and Registration Agents to undertake SIM Card Registration in the Country, the Commission directed operators to forward a comprehensive list of all their Authorized Controlled SIM Registration Centers/ Dealers in line with the above D

Commission Issues Direction on Controlled Environment for SIM Card Registration

The Commission has been inundated with complaints from various stakeholders on the continued sale of pre-registered SIM Cards which are activated by Mobile Networks Operators and are of grave security implications to Nigeria.

As part of the strategy to address this lingering issue of the sale of pre-registered SIM Cards, the Commission on November 30, 2016 issued a Direction to Mobile Network Operators. This direction specified amongst others:

Compliance monitoring of the Commission's Direction to Mobile Network Operators (MNOs) to dedicate a uniform Short Code (2442) for opt-in to the Do-Not-Disturb (DND)

The Commission had issued a Direction to Mobile Network Operators (MNOs) to dedicate the short code 2442 on their networks for use by subscribers to opt-in to the "Do Not Disturb" database restricting unsolicited messages (Voice and SMS) on their MSISDN including the use of web based platforms as opt-out measures.

Commission Directs Visafone Communications Limited To Switch Off CDMA Signal In The 800MHz Band

Following a spectrum monitoring exercise conducted by the Commission, it was discovered that Visafone Communications Limited was operating in the 800 MHz band thereby causing interference to Smile Communications Limited.

Consequently the Commission directed Visafone Communications Limited to switch off all CDMA signal in the 800 MHz band entering into Ikeja, Lagos area. This directive was monitored and compliance confirmed accordingly.
